Leandro Lo Case: São Paulo Security Secretary Requests Dismissal Of Officer Accused In Lo’s K*lling

On April 4, 2025, the Secretary of Public Security of São Paulo, Guilherme Derrite, signed an official decision requesting the resignation of PM Lieutenant Henrique Otavio Oliveira Velozo – the officer accused of fatally shooting Leandro Lo in August 2022.

According to the ruling, allowing Velozo to remain in the ranks of the Military Police would be a “serious affront to human rights” and would undermine the institution’s authority in the eyes of the public.

The decision comes just weeks before Velozo’s criminal trial, scheduled for May 22 and 23 in São Paulo’s Jury Court.
Citing “sufficiency of the evidentiary collection,” the Secretary stated that the evidence gathered is more than enough to justify the most severe administrative punishment.

The killing of Leandro Lo – a multiple-time Brazilian Jiu-Jitsu world champion – sent shockwaves through the sports community, sparking outrage and mobilizing athletes across various disciplines.

Official documents revealed that the Justification Council determined Velozo’s conduct to be “very serious,” classifying it as a “disciplinary transgression incompatible with the police-military function.”

At the time of the incident, Velozo was off duty and dressed in civilian clothes.
According to reports, he shot Lo in the head following a personal altercation during an event at Esporte Clube Sírio in São Paulo.

Further compounding his situation, Velozo’s behavior after the shooting worsened his standing.

He allegedly fled the scene without offering assistance, went into hiding for several hours, attempted to influence witnesses to create a false alibi, and failed to report the incident to his superiors.

The declaration of indignity against Velozo is an administrative action that could lead to his permanent expulsion from the Military Police, regardless of the outcome of his criminal trial.

His future now hinges on the developments expected later in May, when he will finally face trial before the Jury Court of São Paulo.
