While submissions are the pinnacle of a match in bjj in judo they’re one of Jigoro Kano’s doctrines of “Maximum Efficiency with Minimum Effort”.

A match is won when the opponent submits or becomes unconscious. As judo is very competitive this often goes too far when the stakes are high. This was the case recently at Judo Grand Prix held in Hague.

One potential reason for the referee being reluctant to weigh in is that in IJF the ref isn’t supposed to crouch or kneel down to take a closer look.
